PROMOTION OF RULE OF LAW IN FRY

Over last five decades, in Serbia and Yugoslavia has not existed any democratic institutions nor the state of law, so, now, it is necessary to have a broad public promotion of idea of rule of law.

In order to promote in public, contemporary theoretical meaning and political significance of rule of law, LEX and Delegation of European Comission in Belagrade, carry out project: "PROMOTION OF RULE OF LAW IN FRY". The basic idea of this project is the recognition of values of contemorary democratic societies where the rule of law is foundation for democratic organization of government and guarant of acheiving the rights and freedom of citizen. This project will be carried out by organizing five Forums of Experts, finalizing round table debate and by editing brochure "Promotion of rule of Law" that would be accessable to authorised State officials, to political parties and to Experts in this area. But, this project is meant to be available to broad political public, too, in order to acheive their political and legal education, higher level of their general knowledge and political and legal conscience and culture.

The substantial ideas promoted by these Forums are: historical development and theoretical meaning of state of law and rule of law; democratic legitimacy of governance; separating of powers in legislative, executive and Judicial; independence of Judiciary; constitutionality and legitimity; Constitutional guarantees; Judicial and other protection of contracts.
